GLOUCESTERSHIRE Trading Standards has expressed disappointment after eight out of ten shops sold products containing corrosive substances to underage buyers during an undercover operation.

In February 2025, Trading Standards, in collaboration with police cadets, carried out test purchases across Gloucestershire.

The volunteers, under the age of 18, visited stores in Gloucester, Cheltenham, Stroud, the Forest of Dean, and Tewkesbury.

The operation revealed that eight businesses sold products containing harmful corrosive chemicals, such as brick and patio cleaners, plughole unblockers, and caustic soda drain unblockers, to the young volunteers without asking for age verification or identification.

In response to the results, Gloucestershire Trading Standards will contact the businesses that failed the test to notify them of the violations and offer guidance on their legal responsibilities.

If these businesses fail to comply and continue selling to minors, Trading Standards has warned that formal action could be taken, potentially leading to prosecution.

The sale of certain products containing high percentages of corrosive substances, like caustic soda and drain cleaners, is prohibited under the Offensive Weapons Act 2019 when sold to anyone under the age of 18. These chemicals can be dangerous if misused, especially by young people.

Cllr Dave Norman, cabinet member for Trading Standards at Gloucestershire County Council, said: “It’s disappointing to see that a number of retailers in the county have sold products containing corrosive substances to underage buyers. It’s important they seek advice and ensure that age-restricted goods are not sold to young people. Our Trading Standards team will be offering relevant advice to these businesses.”
